HB 350 Virginia Retirement System – Veterans Disability Benefits

Patron: Del. Kirk Cox (R-66), Co-Patron: Del. Mike Watson (R-93); This pro-disabled veteran bill modifies the disability benefits provided to state employees by (i) no longer reducing such benefit by the amount of military disability benefits received and (ii) reflecting changes made in 2009 by the General Assembly limiting new employees to disability payments in an amount of 60 percent of their creditable compensation for the first 60 months of employment.

This bill passed the House, the Senate, and was signed by the Governor.

 

HB 1121  Veterans Services – Increasing Ratio of Claims Agents to Number of Veterans

Patron: Del. Kirk Cox (R-66), C0-Patron: Del. Mike Watson (R-93); Department of Veterans Services; personnel.  Provides that a ratio of claims agents with the Department of Veterans Services to the number of veterans in the Commonwealth shall be increased to one agent for every 23,000 veterans.

HB 321  Educational improvement scholarships tax credits.

Patron: Del. Jimmie Massie (R-72), C0-Patron: Mike Watson (R-93); Establishes a credit beginning in taxable year 2012 for corporations donating cash or property to nonprofit organizations providing education improvement scholarships to students who would have been eligible for the free and reduced lunch program under federal law, in order for them to attend nonpublic elementary or secondary schools. Nonprofit organizations to which donations are made would be required to distribute at least 90 percent of their tax-credit-derived funds for such scholarships. The credit would equal 70 percent of the donation made by the corporation and would be refundable. Any corporation taking a charitable deduction on its federal income tax return would be required to add that amount back to its Virginia taxable income in order to receive the credit. There is a $25 million annual cap for the credits

HB 33 Procurement – No Mandated Project Labor Agreements

Patron: Del. Barbara Comstock (R-34), Co-Patron: Del. Mike Watson (R-93);  Requires state agencies to ensure that neither the state agency nor any construction manager acting on behalf of the state agency shall, in its bid specifications, project agreements, or other controlling documents relating to the operation, erection, construction, alteration, improvement, maintenance, or repair of any public facility of public works: (i) require or prohibit bidders, offerors, contractors, or subcontractors to enter into or adhere to agreements with one or more labor organizations, on the same or related projects; or (ii) discriminate against bidders, offerors, contractors, subcontractors, or operators for becoming or refusing to become or remain signatories or otherwise to adhere to agreements with one or more labor organizations, on the same or other related public works projects.  Expands competition for state contacts.

HB 719 Hunting & Fishing Licenses for Disabled Veterans

Patron: Del. David Yancy (R-94), Co-Patron: Del. Mike Watson (R-93); Allows a veteran who is permanently disabled due to a service-connected disability to purchase a discounted, combined hunting and freshwater fishing lifetime license and further provides him with the option to purchase either a hunting or a fishing license. The license fee for a person to only hunt or fish will be lower than that of the combined license.
